Steve Green, a longtime Berlin resident, community leader, and current Berlin Town Council member, has officially announced his District 4 candidacy for Worcester County Commissioner.
“I want to bring a voice of reason, rooted in public service and community experience, along with fresh leadership to District 4,” Green said. “I believe our district deserves thoughtful, collaborative leadership that puts people first and approaches challenges with common sense.”
Elected to the Berlin Town Council in 2022, representing District 1, Green has enjoyed serving the Town of Berlin. However, his decision to seek county office stems from dissatisfaction with the direction and leadership of county government. At the county level, Green looks forward to continuing to serve as a voice for Berlin, Newark, Whaleyville, Showell, and Snow Hill.
“I want to represent a new direction and a new choice for District 4,” Green stated. “Throughout my life and my service to Berlin, I have demonstrated a reasoned approach and a collaborative mindset. I bring valuable life and work experience and a genuine passion for public service.”
Initially, Green filed in May 2025 as an Unaffiliated candidate. In January, he was informed by the Maryland State Board of Elections that independent candidates are not permitted to run in a primary election and must complete a post-primary petition process to qualify for the general election ballot.
“I confirmed last spring that it was permissible to run as an independent candidate, but the Board of Elections ultimately ruled that allowing my filing was a mistake,” Green explained.
As a result, Green refiled his District 4 candidacy on January 9 as a Republican and will seek to unseat incumbent Commissioner Ted Elder, who has served in the role for 12 years and has filed for re-election.
“I was excited to run as an Unaffiliated candidate because that best reflects who I am,” Green said. “I am not interested in extremes. Passionate views are important, but I believe effective leadership lives in the middle. Most issues are complex, and very few are simply black and white. I look at each issue individually and do not seek to align with one party or another when evaluating a position.”
Green emphasized that his campaign is not a reflection of dissatisfaction with his role in Berlin, but rather a response to concerns about county representation. His term expires in October, and his name will appear on the June primary ballot, with the outcome having no impact on his Berlin service. New commissioners are sworn in at the December meeting.
“I love Berlin and always will. I have truly enjoyed serving on the Town Council,” he said. “The work has been rewarding, and I value the opportunity to represent residents and work alongside dedicated employees and fellow leaders. This decision is about my disagreement with many of the views and votes taken by the incumbent commissioner. On many issues, I do not feel District 4 is being adequately represented. After hearing similar concerns from residents throughout the district, I decided it was time to step forward.”

Being visible at events that matter and supporting fundraisers and activities is a priority for me. It’s always been important because I genuinely care. With decades of experience and community service behind me, I affirm my promise: ‘I will show up’ for the people of my district and the county.
In my view, there’s much more to being a commissioner than simply making decisions on a dais every other week. It’s about meeting people, engaging in conversations, and understanding the concerns of those in our area.
This is why I especially valued my interviews with the Worcester County FOP Lodge 50 and the Worcester County Teachers Association. I learned a great deal from these individuals who are on the front lines of public safety and education. I appreciated the chance to share my views on important matters with them.
As your county commissioner, my pledge is to always be available and accessible, while also recognizing that residents expect sound fiscal management. It is essential to keep property and income taxes low for our neighbors while ensuring that our public safety department and public school system are adequately funded. I believe there’s a balance to be struck, and I will advocate for fairness in all decision-making.
I look forward to the challenges that come with the role of commissioner, while also embracing the vital community service aspect of this position. I believe I can be an effective, highly regarded commissioner who returns calls, shows up when needed, and brings a fresh perspective and passion.
Change is needed. The last two District 4 commissioners, including the incumbent, have held the seat for 28 years. It’s time for a new face and energy. I am Steve Green, and I am the person to bring that change.
Currently, serving as a Berlin Town Council member for the town's District 1, elected in 2022.
During his first term in Berlin, Steve has served on multiple subcommittees including the comprehensive plan, sports complex and parking.
Graduated from then Worcester Country School in Berlin in 1993, where he lettered in three sports throughout high school and was the president of his senior class.
Graduated from Loyola University in Maryland, where he achieved a double major in Communications and Political Science.

Near and dear to his heart is the TOPSoccer program that his family has led for the last 8 years at River Soccer Club.
It’s a special needs soccer program that matches special needs individuals with student-athletes from local schools all in the name of empathy and bonding over the sport of soccer. Pam and Steve were named TOPSoccer coaches of the year in 2023 and their son, Beckett, was named Buddy of the Year this year. Their special needs son, Carson, is also a buddy and has helped the program since he was 4 years old.
